Changing object of controls

I am creating a control that has an imagelist and a toolbar. The control has
default buttons and images. I want the users of the control to be able at
design time, to add more images or more toolbar buttons. I have tried
exposing the controls as public properties using the get/set, and I can
change them at design time, using the designer, but the changes doesnt save.
When I open the form where I have the control, everything is the same,
nothing changes?
