Is it possible to shutdown a computer before logging on?

Hey,

I need to be able to shutdown a machine before the
computer log's on, due to changes that are made to the
computer's name and workgroup through a program that runs
on startup. Is it possible to shutdown a computer before
logging on?

Thanks,

Shannon.
