unspecified error - when attempting to open form in designer?

I'm attempting to open Microsoft's application block for .NET Updater app's
manifest utility form in C# using VS 2003.

This MS supplied code is designed for 1.1 - and get when I attempt to open it in
the designer to actually see the form - I get an error of:

an error occurred while loading the document. fix the error, and then try
loading he document again. The error message follows:

Unspecified error

Any clue as how to fix an 'Unspecified error'?

I am not getting this error elsewhere.
