How to use dynamic properties

am using config file DB connection.It works if i use it as
application(appname.exe.config).

Now i changed the application as a class library and referring this dll from
some other webapplication.Now the connection string is null.How to overcome
this problem.

using System.Windows.Forms;

reference ?
