create a non-security group in AD wont work!

Hi there!
iam trying a code snippet from MSDN heres the link :

ive tried the code but it throws an error :
A constraint violation occoured

ith this code taken from the link above but modified with my AD
Objects.
So all i wanna do is add a Manager group to the OU Dregis and give it
those rights. Wont work?! Any ideas?
