design-time errors - user control

I am having problems adding a user control onto a winform at design-time.
When i try to add it, i get an error that pertains to a line of code in my
user control where i load an xml file.
It seems it takes the relative path (which at runtime points to the
application directory) and looks for it in the visual studio .net
2003/Common7/IDE directory and, obviously, can't find it.
So it throws an error.
I tried telling it not to run this code at design-time by doing a
this.DesignMode check, but that returns false in my Load function.
I can do error-checking to not try to load the file unless it exists, but
thats a workaround, not a solution.

Ideas?
