Hi Alexey

Setting the system time is a priviledged task and should not
be done by users or normal applications.....

It is best to configure your Windows to use
an NTP time server on the internet.
Many users do this, thus there will be a conflict
if your application also tries to change the time.
And there is no method in .NET, use the Win32 API :
SetSystemTime or SetLocalTime
with .NET PInvoke like:
