2.0 ConfigurationMa nager vs. WebConfiguratio nManager

I'm starting out in .Net 2.0, try to take some concepts I developed in
1.1 with me.

I have a class library which is to be used in both Web and Windows
applications, and much to my dismay, I discovered there are two
different classes for reading the configuration file.

I've seen some suggestions that I can look at the process I'm running
under to determine which one to use, but that seems like a nasty hack.
Does anyone have any other ideas to ensure that my library can get its
settings regardless of what type of application it is running for? Has
MS said anything about this?

In a related question, the AppSettings property says that it reads its
settings from the 'default configuration section' for the application.
Is there a way to change which section is the default? I'd like to
use multiple sections to store settings so that during my installation
process i can just switch to the section that stores production
settings, for example.
