jet 4.0 engine

I am having trouble accessing my access database file from a c# gui. I
am using the .net 2005 c# express, and my x64 keeps giving me
exceptions, stating there is no jet 4.0 engine on my computer. I looked
around ms site, and found no such version. the normal xp download
doesn't launch on my system. Is there anything else I can do, to
develop this kind of application on XP x64 OS?

I also tried the 2k3 x64 jet 4.0 download - didn't work.

Anyone managed to solve such problem, or has any insight on the matter?
