Code Comment Report Problem VS C#.NET 2003

When I try to build the web pages for my Project, I get the Title page OK,
but when I click on the link for the Project, all I get is what appears to be
a blank page displayed. Looking at all the other files that are generated,
they appear to be correct, but the master page for the project is not being
generated correctly. Here is what VS generates:

<FRAME SRC="../Banner.htm">

The other files that are referenced exist and the HTM files display correctly.

Does anyone know what's going on here?
