Timming raw ir

How is the best way to time/record raw ir
Readfile is not accurate enough. because of the buffer i think
We need to do this for Irda port.
We're developing a tool to send out ir codes and we want to make the utility
be able to read&learn unknown codes from ir devices too.

I was thinking about waitcommstate or something else
But i need some help does any one have an idea
