Need help w/ Kiosk-type application on dotnet

Have a client who wants a kiosk-type application to show local weather
images (like radar animations) and scrolling text across the screen.
This will be broadcast on a television station.

We want to use .NET for the app, but are unsure of a good platform for
the visual requirements. We started down the path of Managed DirectX
but ran into constant deployment issues as well as the app not running
on machines under 1Ghz, which seems excessive for a simple slide-show
type application.

Just wondering what be recommended for an application like this, with
moderate graphic requirements (animations).
