event not fired !!

why splitter Moved or Moving events are not fired when docked panel is
resized dynamically?
After moving panel the actual X and Y of splitter is changed but no event is
fired.

Only event I see happening is LocationChanged & Move but why not Moved or
Moving?
My guess is that it is some how associated with mouse movement on the
control?
more over it fires LocationChanged 3 times for a change, why so?
