Unable to install ActiveX control

I have created a simple COM component to launch custom client application (Download Manager) which downloads large files over http. I have created a cab file consisting of installer which installs COM component and Win32 application on the client machine. I have signed the cab file with the certificate issued by CA over intranet. Now the problem is that when user opens the site. It prompts for conformation to install. When user allow the ActiveX component to be installed. It does not install the ActiveX component on client’s machine however it works fine on the machine where application is hosted. Please help me out in this regard.
