How do I display the Outlook 'Select Names Global Address List'

I am writing an application with ASP.net/C# and I want users to be able to select names from the Exchange-GAL to use for distribution lists. I know how I can query the GAL data but I work for a very large corporation and it takes forever.

What I want is the same dialog that pops up when you select the TO button while creating an email. This loads instantaneously and is easy to find names.

Any help would be appreciated.
