(provider: TCP Provider, error: 0 - A socket operation was attempted to an unreachabl

I ran application through VS2008 its work fine but i ran on IIS(http://localhost/mywebappname) its shows "nightmare error".
Here my DB in server2003
I have only SQL2000 in server2003 and Client(XP) have VS2008. from 23 days to still im facing this prob
Pls help me :-((
