can this be done with javascript

I am using C# and have a method in the code behind that adds a row to a
gridview. Just wondering if there is a way to use the onblur event on a
textbox and with javascript read the number in the text box and then call the
method to add or remove rows from the gridview? The number of rows in the
gridview needs to match the number entry in the text box.
