Include content stream png in HTML email as image?

This is sending a blank image with the HTML email. Any ideas why?

Dim ms As MemoryStream = New MemoryStream
bmp.Save(ms, ImageFormat.Png)

Dim MessageImage As New LinkedResource(ms, "image/png")

bmp.Save(ms, ImageFormat.Png)
ms.Seek(0, SeekOrigin.Begin)
Dim MessageImage As New LinkedResource(ms)
