Advise, please, how to fill drop down list all possible time zones?

You can use the System.TimeZoneInfo class for that.

using System;
using System.Collections.ObjectModel;

foreach (TimeZoneInfo timeZone in TimeZoneInfo.GetSystemTimeZones()) {
