By removing the DOCTYPE declaration you are forcing the browser to use
"Quirks Mode":
http://en.wikipedia.org/wiki/Quirks_mode
In this mode the CSS rendering will be less standards complient (but
more like legacy browsers).
It's best to get your CSS working in complient mode, that way it's
more likely to work in multiple browsers.
If you really require quirks mode then you can acheive it by adding a
comment above the DOCTYPE declaration.
