It sounds like you are using a WebSite Project. Look into a Web
Application Project.

My understanding is a WSP by default compiles by page and folder. a
WAP can be configured to compile to a single DLL in the bin
directory. This is similar to the Website model of Visual Studio
2003. in a WAP the app will recycle when the web.config is changed
but not individual files, whether in a virtual dir or not.
