Is there a way to have application settings in asp apps, like those in
winform apps?

All application settings for asp.net web apps go into web.config or machine.config.

All application settings for asp.net web apps go into web.config or
machine.config.

How do I store and read settings from web.config programmatically?

Bear in mind that modifying web.config while a web app is running will cause
that web app to recycle...
