VS2003 ASP.NET Admin Access

Good morning all:

Is there a way to allow a developer to work with VS2003 ASP.NET and not have
admin access to the box?

yes. it must be installed by an admin. also to debug, the asp.net websevice
must run under the developers account. setting up the permissions for this
must also be done by an admin (several hours of fustrating woirk, but can be
done - rules change depending on what service packs are installed).
