1. Do you have a "Theme1" subdirectory which has the
necessary files under the App_Themes directory of your app ?

2. Are you running this from a subapplication, i.e., a subdirectory of your app root ?

Visual Studio 2005 uses IWebApplication.OpenWebConfiguration to get the
web configuration. Unfortunately, current implementation of this method only
opens the root-level web.config.

If you are working from a subapplication, try placing a copy of Theme1 as a
subdirectory of the App_Themes folder in the subdirectory of the subapplication.

I.O.W., create your App_Themes and Theme1 subdirectories
as subdirectories of your subapplication's directory.

thanks. yes the issue is web root and I was attempting to call from
another root - hence the issue. I forgot about this and my needing to
create a virtual directory in iis to get to it.
