authorization - other than web.config?

This might be a stupid question - but is there any way to store
authorization infomation (allow users="" deny users="") somewhere other then
a web.config file. We have a very large site with many foldes that requires
different authorization. We would like to build a admin.tool to help us and
it would make life a bit more simple if you could edit authorization in a
SQL server db instead of multible web.config-files.

Can you help?

Thanks

Consider a Role-Based Authorization:

Instead of giving permissions to the users you can give permissions to
the roles.
