webHandler directive(?)

- In my brand new installation of the MSDN library, the WebHandler is not
included.
- In the online MSDN, a note says "This attribute is included for
compatibility with previous versions of ASP.NET."
http://msdn2.microsoft.com/en-us/library/ms366713.aspx

Is the WebHandler directive deprecated? What replaces the WebHandler in
..Net 3.0?

Thank you.
