licenses question

Our dev build machine has legal licenses of the components we use however
our developers machines don't so it presents a problem with the project
file. We store our files in cvs so prior to a build the buildmaster needs to
manually go out and include the license file into the project and not check
this file back into cvs because it'll break the devopers build.

Any ideas on how to fix this without having to buy more licenses
