the dropdown is outside the update panel, so will it value is posted, it
display is not updated.
the update panel works by using ajax to post the form data, the server
then processes the page, and sends back the html that would be produced
by the panel (and its child controls). then client side, the inner html
of the panel is replaced with the returned html

(which is the first element) it works ...
i forgot to add autopostback=true ...
