website location problem

hi, as you are all aware, the asp.net folders like app_data have to be at the
root directory or the server. well, the thing is... i dont have that
directory. one has given me a subdirectory. is there anything i could do to
make that subdirectory act as the root directory? and also, if that isnt
possible, is there a way to make the root of the website a specific url so
that links looking like this ~/Default.aspx will work. what i want to say is,
if i am in this directory for example: root/myfolder/folder/folder, is there
a way to make the myfolder folder the root so that i dont have to type in a
url for a link to get to myfolder like this ../../Default.aspx? remember, the
root is not in my posession.

i realise that i could simply make links like this ~/root/Default.aspx. but
that means that i cannot test the website locally... i hope you have
understood both problems. thanks,
