culture setting bug? en-GB

Seem to be having problems with the en-GB culture/uiCulture setting,
its making dates a format of the incorrect MM/dd/yyyy.

I've searched the groups on this issue, here is a lengthy thread, where
i have tried every thing stated:

*registry settings
*regional language settings
*page level and app level culture/uiCulture settings

Its definitely the en-GB setting, if i apply fr-FR it correctly applies
a format of dd/MM/yyyy (globally).

This is a .net 2.0 app with the recent service pack applied (440mb?!).

If i run a .net 1.1 app on the same machine, with the same en-GB
setting, it correctly displays as dd/MM/yyyy.

Is this a known issue, is any one aware of a fix, i have seen one
person state they re-installed the framework and that sorted it, but as
i have a few deadlines due at the moment i'm reluctant to spend half a
day or more installing every thing again.
