http://dev.thatsit.net.au/no/menu.asp

The one that doesn't work has this at the top;
<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN"
"http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">

That restricts what style elements your page will support.

The aspx version has the doc type at the top of the document which tells
IE
to be in standards mode (as its strict XHTML) so you need to remove that.
The
IE rendering engine is setting the css property for the filters to have
single quotes around it in the asxp page and that isnt recognised. You
need
to remove the docutype or better still, change it to be html 4.
That is however crap in terms or standards compliance and accessibility
which is a bad place to be for your website selling your website building
skills. Maybe you want to change to flash or remove the background shadow.
For accessbility, menus should be lists (<ul>) not tables. Tables are for
data.
