Package load failed??

I am using ASP.NET 2.0. Whenever i open the Microsoft visula studio and open
a new website, i am getting the package load editor failed,and everytime i
have to use the devenv /ResetSkipPkgs to restore all... why is this happening
all the time? Is there any permanent fix for this? please help
