Can't open a project on another server

I have a project that was sent to us that we cannot open.

We get the following error:

the web server reported the following error when attempting to create or
open the web probject located at the following URL:
'http://10.10.10.15/RefWiz'. 'The operation timed out'.

I assume this is because the server is different. The project name is the
same:

http://10.0.2.15/Refwiz

How do we get it to work on the new machine?
