Create an Access MDB file and let user download

I need to create an MDB (the data source is in SQL Server) and let user
download:

1. Should I create MDB on presentation layer using gridview control (googled
some sites)? Or BLL layer? or DAL using Ado.net 2.0?

2. Any tutorial with technical details on it?

Heres an example of creating the database from code.

You should do this at the presentation layer, as your output, streaming the
file to the end user.
