Can the Webparts Catalog be implemented on a separate page?

Is there any way to put the webparts Catalog on a different page than
the Webparts that it is controlling? We were thinking about having a
"control panel" that is either in a pop up window or a separate admin
screen. From what I can tell, it seems like the catalog *must* be on
the same page as the Webparts it manages. Anybody get this to work?
