How to create URIs the REST way? (aka flickr tag uris)

Hi

could anybody please tell me how do I configure IIS (or create a
httpModule?) to show no filenames?

Like:
http://www.xxxxx.com/test.html
should be visible as
http://www.xxxxx.com/test

or

http://www.xxxxx.com/tags.php?id=MyTag
as
http://www.xxxxx.com/MyTag
