It's not a tool. It's a webpage that Visual Studio 2005 delivers,
allowing you to configure diverse settings in an easier way.
To see the page, you must open a website (not a web application), and
then you should see a menu "Website" in VS2005. The last item of this
menu is ASP.NET configuration. This starts the web server and IE with a
special webpage.
