Download method

Hi expert,
i try to search some info regarding this topic, but some how
i donno what is the main key word for this, i cant get the exact info.
i'm going to handle a project which need to download some big
size file ( like 1GB ), bcos we have consider different user require,
and network issue, so we need a solution to make sure client who can
partialy download the file, meaning if the client download until
300MB++, and for some reason the network down, so when second time to
re-download the life i hope can continue that 300MB++ ( not from
beginning 0MB ) and need to show on web page tell the user just another
700MB left to download.

pls give some advise and link are welcome
