dumb down version

hey all,
i've read wikipedia's version and still kinda fuzzy, can someone please give
me a dumb down version of imperative vs declartive programming?

Declarative: markup in the page, e.g. <asp:Label id=myLabel runat=Server />
Imperative: Programmatic: e.g.,

Label myLabel = new Label();
...etc.

would it be safe to say one you have to compile and the other not?

Erm, not entirely - because the ASPX portion of a page holding declarative
markup only actually does get compiled.
