VS 2003 misbehaving

Using Dotnet 2003 VS,
the app ( ASP and C# ) I am working on works well.
Occasionally, the following error message happens ( listed below
inbetween the ++++ comments ).
I have tried everything I know,
the only way to clear the problem is to close Visual Studio and
then shutdown Windows.

THE INCONSISANT PROBLEM:

in the path:

C:\WINNT\Microsoft.NET\Framework\v1.1.4322\Tempora ry ASP.NET
Files\myreader\aabbcc\mmnnoo\assembly\wzxy

I do not have access to one of it's folders:
