Performance Monitor Counter Create?

I would like to create a performance monitor counter in the
Application_Start of my ASP.NET 2.0 application (server is Win 2003).
The problem is that the app starts out without any special privileges,
so I am not sure if I can create a counter. I just want to increment
logons and hits to a particular site. The counters can be volatile and
disappear when the application shuts down or crashes.

Is it possible to create or install them and not be an Administrators
member?
