problem with Dotnet & IIS

hello All

i have a server and when i upload a new Dotnet application its not
working but the old applications is working good

and i have to restart the iis to make it work

i dont know why i have to restart the iis and i dont know why its work
after the restarting , i need to understand the piont maybe i can slove
it without restarting everytime.

Is the new application .Net1.1 or .Net2.0? Are old applications .Net1.1 or
..Net2.0

Update web.config (so the date-time stamp on it changes)
