Meta tags in general? Meta tags are essentially information about the
informaiton in the page. This particular meta tag is an http meta tag. It's
telling the browser some information. This one is saying that after 5
seconds, redirect to the following url. If you leave the URL off, the
browser is told to refresh every 5 seconds for the current page.
