Getting error 403 unauthorized for HttpWebRequest.GetRequestStream

Can anyone tell me what I can do to resolve this error?

This is a screen scraping example which is running on Windows XP Pro, using
IIS-PWS 5.1.

The example code I am using can be found at the following URL:
http://authors.aspalliance.com/damia...x.vb.view.aspx

The failure occurs at line #26, for the "s = req.GetRequestStream()" call.

Is this because I am running this off of a PWS setup?

Excuse my ignorance, but what you do mean by PWS? And what local resource
are you accessing, and is that resource protected in any way?
