Verify that you are a member of the debugger's users group

When trying to start web applications I get a message that I am unable to
debug on the web server because I do not have permission, and that I should
verify that I am a member of the debugger's users group.

I have verified this (I AM a member) but it still will not let me debug. I
am using Integrated Windows authentication, not basic. I have granted full
control access to the virtual folder for my user account, still nothing. I
even re installed IIS and VS 2003.

Has anyone come across a workaround for this one?
