Web Dev Express 2005 won't run Website Admin Tool

Hi,
I just installed SQL Server Express 2005 and VisWebDevEx2005. From
VisWeb, I try to start the WAT from menu Website>ASP.NET Configuration,
and a browser opens, but gives the message "Action cancelled".

Here is the URL it tries:
http://"http://localhost:1650/asp.netwebadminfiles/default.aspx?applicationPhysicalPath=C:\Documents% 20and%20Settings\HP_Administrator\My%20Documents\V isual%20Studio%202005\WebSites\Authors\&applicatio nUrl=/Authors"

Running in Windows XP Media Center version. Tried it in IE 6, AOL's
browser, and SBC/Yahoo's with all same non-result.
