"Add Assembly" errors

I frequently get Add Assembly errors, such as the following: I
Line 199: <add assembly="*" />

It doesn't matter what the assembly is, as I remove them one by one and
still get them. If I boot the machine, they go away. If I wait it out,
like go do something else for a while, they go away. It only happens on one
development machine, I can use other machines and do not get the problem. I
assume it has something to do with the problematic machine has less memory
or something. It happens frequently, like I am able to debug the program
once, then I have to boot again. Any ideas why this happens and what, if
anything, I can do about it.
