cannot use stylesheet while using authorization mode forms and deny users=*

Hi;
If in web.config i set
<authentication mode="Forms">
<forms name=".ASPXAUTH" loginUrl="login.aspx"
defaultUrl="default.aspx" protection="All" timeout="30" path="/"
requireSSL="false" slidingExpiration="true"
cookieless="UseDeviceProfile" enableCrossAppRedirects="false">
</forms>
</authentication>
<authorization>
<allow users="*" />
</authorization>

my css file doesn't works.
is there any solution?
