ASP.NET projects share code files

Is possible (like desktop projects 'link file') share code files between web
projects ?
Need I create shared assembly (dll)?
VS 2003.

Yes, I have a project that has all of my dataaccess, emailing tools, etc,
and I had a reference to that projects DLL in my web projects and my windows
application and soon my pocket pc programs as well. Just add a reference to
that DLL
