different asp pages, same code

I want to set up a section of an asp.net page (the content portion) to be
generic.

I want to be able to set up custom pages for different companies to use our
site where the they can use their own look an feel (top and left side of
page). But I want my objects and code to work in the content area exactly
the same and I don't want to use frames.

I had thought of using user controls, but not sure if this would work.

I would be using this with VS.

Yes, user controls, or custom controls would be a possible solution:

An even better solution would likely be ASP.NET 2.0 master pages.
